The ratio of Variance to Mean (VMR)
The difference between the greatest and lowest points during an hour or half-hour compared to the period’s average. A VMR larger than one implies peak traffic, a VMR less than one suggests steady flow, and a VMR equal to one represents random traffic arrival.
